The Central Busoga Diocese is the 36th Diocese of the Church of Uganda and is therefore governed by the COU Provincial governed by the COU Provincial Constitution and by the Provincial Canons. The Bishop is the head of the Diocese and is assisted in the administration by a Diocesan Secretariat. The Diocesan Secretariat consists of the following departments: Finance, Planning and Development, Health, Education, Land Management, Mission and Outreach, Audit (see Annex10.1). Currently CEBUD has six Archdeaconries and Deanery headed by archdeacons, 58 parishes under the jurisdiction and pastoral care of ordained and licensed clergy, and has over 200 sub-parishes and congregations (daughter churches)under the pastoral care of Lay Readers and Lay Teachers.
Organs of Governance
1. Diocesan Synod
The Diocesan Synod is the supreme governing body in the Diocese that meets every two years. It is responsible
for making a constitution for the governance and administration of a Diocese; provides overall direction of the Diocese, formulates broad, basic policies for the Diocese, and puts in place the Diocesan Council, Diocesan Boards and Diocesan Committees tocarry out work on its behalf.
2. Diocesan Council
The Diocesan Council is an Executive Committee that acts on behalf of the Synod in between its sittings. The Council examines policy proposals for submission to the Diocesan Synod and implements the decisions of the Diocesan Synod.
3. Diocesan Boards and Committees
These Boards and Committees are set up by the Diocesan Synod to enable the Diocese carry out its mission and service.
4. The Diocesan Bishop
The Diocesan Bishop has general pastoral,leadership and supervisory responsibilities over the whole Diocese and is the chief overseer of the Diocesan Secretariat. The Bishop presides over the Diocesan Synod and Diocesan Council
5. The Diocesan Secretariat
The Diocesan Secretariat is the administrative and coordinating unit for a Diocese that (among others): ensures implementation of Diocesan Synod and Council resolutions, effective communication of information
between the Diocese and the Provincial Secretariat and the Parishes, builds capacity of Diocesan staff and ministry teams for effective ministry, and designs Institutional Frameworks of operation for the Diocese. Operations at the Diocesan Secretariat are managed by the Diocesan Secretary assisted by Sector Heads.
6. Archdeaconry Council
The Archdeaconry consists of a number of parishes.It is under the jurisdiction of an Archdeacon. Archdeacons preside over Archdeaconry Councils
7. Parish Council
The Parish Council under the chairmanship of the Parish Priest is the supreme governing body in the Parish that
provides overall direction of the Parish and formulates broad, basic policies for the Parish
8. Sub-Parish and Congregations
A Sub-Parish normally consists of fewer congregations than Parish. A Sub-Parish and a Congregation are under
the pastoral care of lay readers/church teachers/catechists/curates who work under the supervision of a Parish Priest.
